Disney short films evolved as the feature films became the focus of the studio after the huge success of Snow White. Some short films became part of feature films - as in "The Reluctant Dragon"
The studio expanded the short films into longer films dubbed "featurettes" in the post war period. These were the ideas behind the musical films such as Melody Time and Make Mine Music.
By the 1950's some of these shorts became so elaborate that they were released theatrically with Disney features.
